Overcoming Shyness in Children
It's impossible to tell if a toddler's shyness is something that will remain with her through life, or if she's simply behaving like a normal child of this age. So, instead of worrying about her shyness, or looking for a solution to it, look for find ways you can support her to have positive emotions about herself and her peers, and to feel happy about interacting socially with other adults and children. With support even inately shy children can grow into outgoing, confident adults (although that shy child will probably always be there deep inside).
